8a Direct Award/Sole Source Award

The Small Business Administration (SBA) created the 8(a) Certification Program to help small disadvantaged businesses complete in the federal marketplace. The SBA 8(a) Sole Source vehicle enables government agencies to engage in direct buy contracts with 8(a) certified contractors. OTS’s 8(a) certification is active and valid through July 2028.

  OTS can receive sole source contracts, up to a ceiling of $4 million for goods and services. Contracts can be awarded with a simple Statement of Work and are unlikely to be hampered with protests and delays.

• Getting Started

  Your Agency can begin the procurement process by simply submitting a written offer to the SBA indicating formal intent to award a procurement requirement as an 8(a) contract to OTS. 8(a) Sole Source Offer Letters should be submitted to Sandrieka Moore at sandrieka.moore@sba.gov and Carol Ann House at carol.house@sba.gov. The SBA will then verify our eligibility and send an acceptance letter to your agency.
